INTRODUCTION:
Russia practically
and theoretically is ready for establishing the new party. The aim of
such party is elimination of any ‘power’ in general (in terms of
oppression, domination, command), and not to take power.
The historic moment
for making the party of new type has already come, as well as the
moment for propaganda of the most progressive ideas. All thinkable
crises are the fact of our life. Nobody can be frightened or surprised
by enumeration of problems. So we offer the directions and possible
ways of prevention of ultimate economy breakdown and degradation,
among which the main are: Thorough study and working out of new
understanding the economic essence of managerial activity. It will
give implications to dealing with economic parasitism of any
authority, any governing bodies and wheels of state, since we will get
an opportunity of economic evaluation of managers’ labour at any
level. The Concept “authority” as activity of management will lose its
former sense will turn in a kind of industrial labour which is
performed in exchange for wage. Hence, the Organisational Production
or Producing Organisation will appear as activity having value and
use-value that implies it can be changed of goods and services. New
understanding of management essence and turning of managerial activity
to a kind of industrial labour will bring about significant reduction
and simplification of state apparatus, central and local, huge outlays
on it, and reduction tax burden in several times. It will affect in
joining the legislative and executive branches of authority
(experience of Parisian Commune proves possibility of this) in a
united bodies of Peoples’ Self-governing of different levels. They
work openly, collectively working out and in coordination realizing
their own decisions.
Realisation of these
positions will allow not only cutting down expenses on state
bureaucracy in hundred times, but also getting additional income in
the manner of expenses economy by rationalization and optimization all
kinds of economic and social activity of businesses and institutions,
all Russian citizens. Moreover, the only remaining tax – 10% of newly
created value – will be sufficient enough for meet all-nation
problems, since the largest article of budget outlays – state – will
cease to be irrevocable loss of public means. 90% of newly created
value remaining at the disposal of entities and physical persons will
become guarantee of economic independence, economic sovereignty and
peoples’ independence, as well as subjects of Russian federation (or
confederation). From these revenues obtained millions of collective
and private proprietors will by itself rationally and reasonably spend
their own incomes on social and other needs at places of their
inhabitation and work adjusting sizes and proportions of consumption
and accumulations on its territory – from small areas to whole
republic.
The Knowledge of
economic and social laws of human society development gives us exact
theoretical understanding of historic processes occurring in Russia
and in the world. Rotting of not only money, commodity, capital, but
also state, classes, non-productive labour, law, authorities and
management in their former antagonistic sense (domination and
subjection) is going now with acceleration especially in industrial
countries.
The history of
mankind quickly developing with appearance of property and opposing
classes finishes the cycle of authority and possession yoke. Old
society is changed by Commune on new technical and economic basis
where the meaning of “authority” and “property” has forfeited already.
No leaders will be in the Party, only Collective Reason implying
account of each person opinion on all questions, and right to have and
to voice independent judgments on all problems.
All society is
divided on hundreds of thousand of varied organizations by interests
or other character: professional, territorial, devotions, ideology,
and so on. Through them as through bee comb realization of Peoples’
power, Peoples’ Self-governing occurs on principle of: one man – one
voice, and everybody elect everybody. System of layered parlamentarism
or representation with limited possibility of “lower-leveled” to elect
“upper-leveled” should be critically re-interpreted and replaced with
more reasonable and equitable one. System of authority deputation to
those elected must be rejected.
The bodies of
peoples’ self-governing all levels – from district to whole
confederation – are formed publicly and openly by all people with a
possibility of calling back any person anytime. No hierarchies must
exist. All Russian society will present itself united PLANE, or SPACE
OF JOINT REFLECTION with no elites and specific powers to intervene in
someone’s sovereignty whether it is human or any given region
(subject) of confederation. All institutions, enterprises, national
and nationally-territorial formation work on base of coordinated
efforts in economy, policy, social development, by people themselves.
It also possible the
existence of permanently of temporarily acting All-Russian Councils by
different branches – public consultative agencies that generalize
opinion of Russian people on most complex questions, analyzing
projects, programs and offers, proposing qualified and measured
decisions on them; while final decisions are made by the whole
population of Russia (as an example of Commune). The modern means of
communication and telecommunications simplify and accelerate these
processes of immediate democracy.
SECTION 1.
POLITICAL TRANSFORMATIONS
1.1. The “Pole-star”
party offers to reorganize Russian as confederacy of free,
independent, sovereign national a nationally-territorial formations –
republics or other subjects of present Russian federacy united on a
base of multilateral Confederate Agreement taking into account
conditions of affiliation in Confederacy and secession from it.
1.2. All subjects of
confederacy stand equal to each other in every sphere of activity;
comply with the Confederacy legislation that not infracts their
economic and political sovereignty and independence.
Inwardly a subject
of Confederacy system of local laws is fixed. This system is
coordinated with
Confederate
Agreement, all-Russian confederate laws that would have been worked
out by all subjects together, and according constitution of Russian
Confederacy.
1.3. Free
affiliation and secession from Confederacy is legitimized on the
ground of corresponding Agreement.
1.4. General
coordinating body of Confederacy is confederate body of peoples’
self-government (public home rule) elected from all subjects of
confederacy on base of universal suffrage, by ballot voting and
removable anytime without exclusion by motives of incompetence or
losing of constituents’ confidence, or other reasons.
1.5. Following
conditions are common for all components of Russian Confederacy:
Ю) the joint
coordinated
political course; b) joint armed forces with reasonable sufficient
number and expenses on army and arms that might be used only in
coordination under full prohibition to use them against civil
population; c) united monetary system with a single currency while
budget of republics or other subjects are liberated from irrational
centralization (withdrawal of mean); d) united infrastructural policy
providing for coordinated activity of transport, energy, single
information space; e) joint protection of frontiers.
1.6. The party
offers the cooperation and exchange of ideas to all parties and social
movements in Russian and overseas sympathizing and feeling with ideas
of the “Pole-star” party.
SECTION 2.
ECONOMICS
2.1. Production of
goods and services, their supply and demand are adjusted by free
market relations how inside republics, so in Confederacy as a whole.
The effect of commodity-money relations spreads on sphere of
management labour of all types as far as it is studied by scientific
and technological means: the last stronghold of non-productive labour
in society will collapse.
2.2. All types of
property on capital goods (state, collective, private, individual) are
exist during the transition period. They stand equal. Each enterprise
use managerial system which is accepted by given labour group.
Economic competition of different forms of enterprises will prove
advantages of one or another by natural way, since the main factor of
economic unit functioning so far remains profit. State order can be
preserved for enterprises providing an all-Russian and intra-regional
infrastructure – transport, energy, communications and so forth, as
well as for social services enterprises. Formation of military
contracts by amount and tasks must be realized publicly and openly
with participation of all subjects of Confederacy, of all taxpayers.
Secrecy concerns only technologies.
2.3. Minerals, land
and riches of the soil are a property of the republic (the subject of
Confederacy) on which territory they inhere. The land and its bosom
could not be a purchase-and-sale object; however the right of their
lease can be furnished for groups and private citizens. In all these
cases local public home rule of republic (subject) implements public
checking for rational and environment-safe mode of utilization of
leased land or bosoms. The right on lease can not exceed 40 years
according to single agreement. After expiration of agreement validity
it is required the new registration of lease.
2.4. The composition
and list of taxes should be simplify and shorten to maximum extent.
The only tax must form 10% of newly created value in natural
expression or in value. The maximum of collected revenues remains at
the disposal of local bodies of public home rule. Every following
level – from district and town to republic and confederacy – receives
10% of previous level sum of accumulated revenues. All the rest sums
(like 90% at the very beginning) remain at the disposal how
manufacturers themselves, so the bodies of peoples’ self-governments.
Decisions about tax allowances and preferences are taken on local
level. All local and branc interest are taken into account thereto.
Coordination and mutual consent of inter-regional and all-confederacy
tax policy is a matter of the whole majority of taxpayers, and it
forms in conditions of publicity and openness. Low tax will lead in
short period to heady upsurge in all spheres of production, enlarge
fields of their activity, repeatedly increase amount of new
businesses. Any enterprise, institution on their own 90% of newly
created value will be able not only to ransom their production
facilities, but renew them with most advanced machinery, more
productive and reliable. Russian market will be filled with huge
amount of goods and services and will hereunder reinforce Russian
ruble. Nobody will be frighten and ravaged by such tax. Scientific and
creative potential of Russian society will be used to the maximum
benefit.
2.5. New
understanding the economy and technologies of management labour as a
kind of production activity will bring about reduction in over and
over again state apparatus, to transformation of management activity
of all types on a new technological and economic base. The labour of
manager will no longer be a sort of sacrament for salary. The payment
for labour of management workman in this case is put in dependence
from results of his activity. The key problem here is clear,
scientific presentation about subject and product of labour in
management, state or corporative. As soon as management labour will be
studied through thereby state will immediately begin “to die off” and
will occupy its place in museum of antiquities.
2.6. It is offered
to realize gradual transition to electronic system of money
settlements by means of magnetic cards as first step to money
disappearance in economic life in general. The case is not only in
changing the money carrier from paper or metallic to electronic, the
case is in gradual exhausting of money “intermediary” function in
exchanges of commodities, in depletion of the very concept of exchange
value as the principle target of capital, of capitalist production.
Under this system
during the transition (educative) period in Russia all incomes,
expenses and tax of each person will be easy to check. There are no
more favourable conditions for financial machinations of shadow
business together with state bureaucracy frauds.
2.7. All banks are
gradually nationalized converting in national bank network that
unifies all regional banks and affiliations. All banks continue to
work as commercial enterprises oriented on profit gaining, but they
conduct agreed and coordinated loan-deposit and emission policy
thereto. National Bank Network acts as decentralized system that is
coordinated by council of regional (subject) banks of Confederacy
without any administrative interference. Objective economic laws of
market economies, rather then will of ruling bureaucrats or bodies
prevail in course of transition period. The Assets of National Network
are a national reserve of the whole Russian Confederacy and may be
used only by agreed way. The Central bank and all its cash-clearing
centers are liquidated through absorption of them by National Bank
Network.
2.8. It is envisaged
the organization on whole territory of Russia broad network of
wholesale and retail fairs, pavilions where enterprises-producers
might present their products and services comprehensively both for
advertising, and conclusion of agreements and contracts.
Accelerated
development by capitalist way on a basis of advanced technology will
bring about quick closing, exhausting such obsolete relations as
money, commodity, exchange value, market, and capital. The same
destiny awaits the former political structures and ideas like state,
law, classes, authorities, domination. They are rotting off as long as
the thought about management activity as a kind of production activity
is capturing mass conscious; and everyone accustom that managerial
efforts are estimated on economic ground but not on voluntary wishes
of ruling state elite. The latter means that Peoples’ Self-government
is filled with real economic contents – the ability of majority
population to control created income.
SECTION 3.
AGRICULTURE
3.1. The land is a
proprietary of national, nationally-territorial formation within
Confederacy.
3.2. The right of
land leasing is assigned for private citizens, groups, and state
enterprises; however peoples’ self-government bodies carry out public
checking of rational utilization of trusted lands and areas supposing
correspondent outlays on maintenance and rehabilitation of leased
lands in suitable condition for further exploitation.
3.3. The only tax of
10% on newly created value is established in agriculture as in the
case with other types of activity in social production.
3.4. It is offered
to make use of new technologies of fertilizers production for
agriculture on a base of feces conversion, conversion of sewerage of
towns and settlements. The land must be given back what was withdrawn.
It may help to solve many problems of ecology and agriculture. The
soils will regain fertility and in short periods will respond with
abundance of vegetables, fruits and corn; thereby, human activity
itself will be rationally inscribed in laws of Nature harmony.
SECTION 4. EDUCATION, PUBLIC HEALTH,
CULTURE, SCIENCE, RELIGION, LAW
4.1. The “Pole-star”
party considers that whole educational system must be under conduct
and checking of people themselves.
4.2. All existing
textbooks and methodical guides wrote with science-similar,
incomprehensible language should be withdrawn and rewrote. Language of
textbook must be simple, short and teachable for every pupil.
Principle disciplines of school curriculum have to be taught on base
of dialectics for the reason of their deep understanding and digestion
by all learners.
4.3. It is proposed
in preschool institutions, schools and professional schools to
implement system of education under which pupils are split by classes
in 12-15 persons each, not more. Groups with such number are most
comfortable for education and upbringing.
4.4. The network of
sport clubs and institutions building up public health should be
enlarged.
4.5. Private
practice is permitted in the field of medicine, as well as
establishing of medical institutions on principle of collective, state
of mixed property. In state medical institutions a treatment and
services is free of charge.
4.6. The certain
step of regions and Confederacy should be made in creation of sport
rehabilitation units network with attraction of specialists in this
area, as well as conducted active scientific research on problems of
rejuvenation of organism and increase of life expectancy.
4.7. In the field of
sciences they have to continue the way of convergence of applied
science and
production. Whole
activity in this direction must be connected to sphere of material
production: plants, factories, production complexes and so forth; new
‘means of production’ must be created, constructed and introduced
straightly in production without intermediary organizations and
intermediate instances, enormous budgetary scientific institutions.
Any enterprise able to hire required amount of qualitative specialist
in science, inventors, constructors if 10% tax on newly created value
will be implemented.
4.8. Theoretical,
fundamental science remains in network of higher educational
institutions, universal or special. The titles of academicians and
associated members must not be paid more for academies of science not
to turn in sinecure.
4.9. It is allowed
making the enterprises of culture on principle of private, collective,
state and mixed property.
4.10. Entertainment
actions with amoral directivity, pornographic contents, as well as
connected with torture and murder of animals and publishing of such
literature is prohibited.
4.11. The liberty of
confession is permitted within the framework of Russian Confederacy
laws. Riot of religious fanaticism is inadmissible, as well as orgy
of ignorance and obscurantism that trespassing the borders of
generally accepted moral and penal code and connected with influence
on sanity is also illegal. The Party leaves for itself right to carry
the antireligious propaganda and to protect atheistic world outlook,
scientific picture of cognizable world.
